Mykola Prysyazhnyuk impressed activities Uman Greenhouse Complex 07.08.2011

The 6th of August the Minister of Agriculture and Food of Ukraine Mykola Prysiazhniuk has visited Uman Greenhouse with the working visit and examined the activities of the modern enterprise. In the working trip Mykola Volodymyrovych was accompanied by Deputy Head Vasyl Kornienko, The chairman of Uman State Administration Anatoliy Petrenko and the First Deputy Mayor of Uman Volodymyr Viblyy. With genuine interest Mykola Prysyazhnyuk heard the explanation of the Deputy General Director Victor Gordiy about the organization of the newest greenhouse production in Ukraine.

Nowadays, the total area of greenhouses of Uman plant is over 30 hectares. The feature of Uman greenhouse workers is the fact they not only learn how to grow and grew throughout the calendar year fresh cucumbers and tomatoes, but also produce and sell their own electricity. To optimize production and improve the efficiency of investment funds, the co-generation system - such a small cogeneration plant, which produces electricity, heat and carbon dioxide needed to stimulate plants growth, was installed on the plant. The authorized dealer of Caterpillar Company "Zeppelin Ukraine" has realized this project. Every day grid company continuously produces 6 MW of electricity, the part of which is implemented on the energy market that brings additional revenue to the greenhouse holders.

The Minister also became interested in other developments of cooperation of the enterprise with world scientists in the field of vegetable production. In particular, he was interested in the activities, established in 2000 on the basis of the Ukrainian Central Plant Agricultural Laboratory of soil, water and fertilizers, donated by the Queen of the Netherlands. The process of the conducting of such analyzes is fully automated, that helps to eliminate the mistakes.

It is worked out the kinks on the enterprise. So it’s not a surprise that we apply the latest methods of sorting and packaging of the products.

At Uman plant numbers about 500 of vegetable growers and the salary here is one of the highest in Uman, the payments to the budget are always executed in time.

After the inspection, the minister held a press conference for journalists of central, regional and local media.

Mykola Volodymyrovych has declared that Ukraine needs the rapid and dynamical greenhouse economy establishment. For this reason the Ministry of Agrarian Policy will initiate the increase of the state support for the construction of greenhouses and the special energy tariffs fixing for them. According to Mykola Prysyazhnyuk, this year's state budget of Ukraine prescribes the allocation of the funds to refund the cost of construction of the greenhouses.

- Until this year, the public support even did not exist. And look, what is the result - we import vegetables. This year, for the first time, we’ve anticipated the government support in the amount of UAH 50 million. It will be used to refund the cost of construction of the innovative greenhouses - said the minister. According to the leader of the Ministry of Agrarian Policy, 450 hectares of greenhouses, which exist now in Ukraine, it is not enough.

- That’s why we are planning for the next year to offer the Cabinet of the Ministers to increase the support for the development of greenhouse farms due compensation for the construction of greenhouses, and by allocating funds for reimbursement of interest on loans granted to their construction - Mykola Prysyazhnyuk.

In addition, the Ministry of Agrarian Policy, in accordance with the instructions of the Prime Minister, is developing a resolution concerning the establishment of the special energy tariffs for energy-economical greenhouse complexes. "In the greenhouses, which are effective and energy-economical, we offer rates for gas at the tariffs for the population, and electricity on the first rate" - said the Minister.

On the question concerning the fate of another Uman company - "Umanfermmash" Mykola Prysyazhnyuk have promised to visit it, while the agricultural machinery is not a zone of Ministry’s influence, and the agricultural sector is only the consumer of the engineering products.

- The main thing for the farmers – to have the high quality and efficient agricultural machinery. Over 20 years of independence and transition to a market-oriented economy a lot of courses have been lost, including the social engineering as well. At this time the government initiates the transfer of it under the jurisdiction of the Ministry of Agrarian and Industrial Policy. This is a complex issue. So it is very important Ukrainian scientists, experimental enterprises and producing factories producing will combine the efforts, and by the way of involving of all the newest achievements in science, make such national sample of vehicles that will satisfy the producers - said the Minister.

On the example of an effective Ukrainian combine creation he explained how it was difficult to implement, and added that although the task was remained unfulfilled, but it was not removed from the agenda. According to the minister already in the coming years the combines park should be renovated to avoid the loss of the grain in the field (because of the absence of the modern harvesting machines the annual loss is about 6 million tons, which is one billion USD). Mykola Prysiazhniuk has informed about the ceasing of "Slavutych" combine production, and the task - to support by the state means to start "Skif” combine production.

The Minister commented in details the implementation of the land reform and the Law of Ukraine "On Land Market", the clarification of which are held on behalf of the President of Ukraine on the villages councils. He identified the impressive figures: during the last 6 years 210 Ukrainian villages have disappeared, the village population has reduced. "Our task - to stop the destruction of the Ukrainian village and begin to restore it!" - emphasized Mykola Prysyazhnyuk.

He also said about the need to create the service cooperatives, and noted that on the basis of each village council a non-profit cooperative will be created, which would deal with procurement and sale of the agricultural products. According to the minister this was agreed during the recent meeting of the Association of village councils. "I do not accept the fact that milk is exported without control of the village council, the provision of meat is also virtually uncontrolled. Moreover, under the WTO requirements, in 2014 we should ban the slaughter of cattle in private yards. Therefore, the establishment of such cooperatives is a necessity today, "- said the head of Ministry of Agrarian Policy. According to Mykola Prysyazhnyuk, there will be the companies that will function as the well-known in the past Ukrainian cooperative union. Such measures also will reduce the cost of some services for farmers.

The Minister promised the government support for construction of the vegetable stores and gave an example of the Kherson Region. This industry has revived in Ukraine. For example, last year export of fruits was doubled, and this year - tripled. "We set a task that agricultural products of Ukrainian origin will be present on the markets around the world," - informed Mykola Prysyazhnyuk.

Finally, he shared his impressions of the visit to Uman Greenhouse.

- I am pleased of the seen on this enterprise. All we want to reach is worked out here: a successful family business, the scale of production and adaptation to local conditions of new world technologies. As a result of the correctly chosen strategy - fresh Ukrainian vegetables always come to the consumer. I am very pleased with the seen – said again the Minister.
